What is the meaning of "Hirgaztani"?

Targum Yonasan: Hashem's word veered from (did not answer) him.

Surely this is the correct text. "Va'Titzlach Alav Ru'ach Hashem" was said about Shimshon (Shoftim 14:6)! (PF)

Malbim: He was ashamed to say that he slackened from preparing his heart to seek Hashem [and did not ask from the most Kadosh source first, rather, from the easiest, which needs little preparation].

What is the meaning of "va'Ekra'eh Lach"?

Rashi: I called out to you [so you will tell me what to do]. This is like "Nikro Nikreisi b'Har ha'Gilbo'a", "v'Sham Nikra Ish Beli'ya'al" (2:1:6, 2:20:1). Radak - we often find a Hei at the end, e.g. "Eshme'ah", "Eshmorah" (Tehilim 85:9, 39:2). The Segol at the end is uncommon, but we find also this - "Yedashneh Selah" (Tehilim 20:4).
