What is the meaning of "Simatzei"?

1.

Radak: The verse used the future tense, but it means past, as if it said Nimtza'ah. "Mi'Yamecha" proves so.

2.

Malbim: It is future. Evil should not be found in you ever, for then people will say that you fought according to chance, like a person who loves war, to spill blood when he has the chance.

1.

Malbim: Until now you fought wars against Yisrael's, i.e. Hashem's, enemies. It is improper to mix among your wars, a war for your honor, which is not a war of Mitzvah or obligation, only Reshus or Aveirah.
