Po'el Yotzei acts on an object. Va'Yafshit Es ha'Me'il (Hifil) would mean that he took off the robe. Our verse means that he bared himself from the robe. (PF)

Why did he give his garments to David?

Radak: Amidst great desire and love, he bared himself of his garments and gave them to David.

2.

Malbim: He showed and admitted that David will rule over all this he has.
