Malbim: (a) It is not good for the Klal (everyone) to have 70 rulers. If Yeruba'al's sons from his wives will rule, it must be all of them, for none has more rights than another. 1 (b) It is good for you (Ba'alei Shechem) that someone from you (myself) rule.

This is a poor claim. The Bechor about rule is he is qualified, or perhaps they themselves could agree who is most proper to rule! (PF)
