Why is there the repetition "Yelech Itach... Yelech Itach... Lo Yelech Imach... Lo Yelech"?

Malbim: Those who will go Itach (with your intent, in front of Hashem to war), will go with you (like your intent). Those who do not, will not go at all. 1
