Why does it repeat giving our enemy into our hands? The previous verse said so!

Malbim: Our verse discusses the people. They praised for three matters - Shimshon was their enemy, destroyed their land (burned their fields) and killed many. Verse 23 discusses the officers; he did not do these evils to them 1 (he was merely their enemy).
