Radak: Yes, for they are weak, and no one claims (takes vengeance) for them.

What is the meaning of "Ger"?

Radak: It is a Yisrael who came to live in another city, where his fathers did not live. He is weak, for he has no confidants and relatives. Therefore, they kill him; they do not fear the kingdom, for no one will request [vengeance for] their blood from the kingdom. A matter about which they do not fear the kingdom, they do not fear Elokim, for they think that He does not see people's actions.

What is the meaning of "Yeratzechu"?

Radak #1: They kill. We find like this with a Dagesh in the middle letter - "v'Atah Meratzechim" (Yeshayah 1:21).

Radak #2: It is Po'el Yotzei Shelishi - they tell others to murder people.
