What is "Ro'e Yisrael"?

Rashi: Their Leader.

Radak: You led them like a shepherd leading flock.

Malbim: In the past, You tended them and supplied all of their needs.

It already said "Ro'e". Why does it say "Noheg ka'Tzon"?

Malbim: This compares them to a flock among wolves, and they did not fear. "Va'Ynachem la'Vetach v'Lo Fachadu v'Es Oyveihem Kisah ha'Yam" (78:53).

Why does it mention Yosef?

Rashi: All Yisrael are called on his name, for he financed them at the time of famine. 1

Radak: From when the kingdom was split, Malchus Yisrael is called Yosef or Efrayim; [Yosef] was the Bechor in place of Reuven, and Yakov said "v'Yikarei Vahem Shmi" (Bereishis 48:16). I.e. [Am] Yisrael will be called Yosef, just like they are called on my name Yisrael. It says about all of Yisrael "ha'Ven Yakir Li Efrayim", and "Rachel Mevakah Al Baneha 2 " (Yirmeyah 31:19).

The verse seems to say that Hashem conducts Yisrael like Yosef did. However, it would belittle Him to equate Him to one of His creations! (PF)

Perhaps the Navi would not record this if she cried only for her own descendants, and not for all of Yisrael. (PF)

Why is Hashem called "Yoshev ha'Keruvim"?

Rashi: This is like it says "v'No'adti Lecha Sham... [mi'Bein Shnei ha'Keruvim]" (Shemos 25:22). Radak - amidst love of them, You dwelled there to meet with them and make Your honor known to them.

Malbim: Refer to 80:2:5:3.

What is the request "Hofi'ah"?

Rashi: Show Your Gevurah.

2.

Radak: Appear to them in Your honor, like of old.

3.

Malbim: Just like You built the Mikdash and dwelled between the staves of the Aron, on the Keruvim, appear now via building the Mikdash!
