Hashem sent Achiyah ha'Shiloni to make Yaravam, from Efrayim, king over 10 tribes! It does not seem that we discuss after Hashem exiled the 10 tribes! Perhaps he means that He did not choose permanent kingship from Shevet Efrayim. (PF)
