Rashi: When He will rise to do Mishpat against His enemies, to save Chizkiyah and his entourage.

Radak: When He will rise to do Mishpat of the nations [with Gog and Magog], to save Yisrael from them [then, all the nations will fear and be quiet].

Malbim: Hashem rises for Mishpat in order to save Anvei Eretz who are crushed under oppressing tyrants. When the land heard that He is coming for Mishpat, it was quieted from its fear.

Who are "Kol Anvei Eretz"?

Radak: They are Yisrael.
