When did David compose this Mizmor?

Radak: It was shortly after he composed the previous Mizmor. This is why it does not begin with 'la'Menatze'ach' or 'Mizmor'. This was when he fled Avshalom. Verse 9 says "l'Es Ziknah." He was only 30 when he fled Sha'ul!

Malbim (70:1): Mizmorim 70-71 he prayed when fleeing Avshalom, in his old age. The start of this Mizmor is the start of Mizmor 31. Afterwards are three verses from that Mizmor 1 , which he prayed when fleeing Sha'ul and dwelling in the Midbar. Also now he fled to the Midbar!

Why will David never be ashamed?

Radak: Because he trusted in Hashem. Malbim - if You do not save me, people will say that it is due to Your lack of ability to save! Also refer to 71:2:1:2, 71:2:2:1.
