Malbim: Now they will see that the Tzadikim's afflictions were not due to a lack of [Divine] knowledge and Hashgachah, for Hashem hears the destitute! And it is not because he belittled them, for he does not disgrace Asirav!

Who are "the destitute"?

Radak: They are Bnei ha'Galus.

Who are "Asirav"?

Radak: Also this refers to Bnei ha'Galus. They are Hashem's prisoners, even though they are incarcerated amidst the Goyim, for when He wants, they will not be their prisoners.

Why does it say "Lo Vazah"?

1.

Radak: The Goyim will say that Hashem heard the destitute and did not disgrace them in their Galus, like the Goyim used to say.
