What is the meaning of "Sham Binyamin Tza'ir Rodem"?

Rashi (from Sotah 37a): Binyamin, the youngest [Shevet], became a ruler over them. It is as if it says Rodam with a Kamatz under the Dalet 1 . From this, he (Sha'ul, from Binyamin) merited to be king, because he entered the sea first 2 . So Shmuel told Sha'ul - "Im Katan Atah b'Einecha Rosh Shivtei Yisrael Atah" (Shmuel I, 15:17); Targum Yonasan says 'Shevet Binyamin entered the sea in front of the other Shevatim.'

Radak: Chizkiyah was king over Binyamin and Yehudah; the other Shevatim were exiled in the days of Hoshe'a ben Elah in Chizkiyah's sixth year. Melech Ashur came against Yerushalayim in Chizkiyah's 14th year. Binyamin, the youngest Shevet, ruled over the enemies, even though they were a great army. Elokim struck them, and Yisrael took the spoils. "Sham" teaches that in the place of the Brachah and praise, all these officers and leaders of the Shevatim will all bless Hashem amidst a great congregation.

Malbim: The verse depicts the nations who brought captives as if they brought Chayos of the Midbar, bulls with horses, and were subdued in front of them, to the point that the youth, Binyamin, the youngest Shevet, ruled over them with his staff.

Radak: We similarly find a Kamatz Katan (what we call Tzeirei - PF) in place of Kamatz Gadol in "ha'Ma'alem mi'Yam" (Yeshayah 63:1).

What is the meaning of "Sarei Yehudah Rigmasam"?

Rashi: Officers of Yehudah were jealous, and cast stones at them.

Rashi citing Menachem: Rigmasam is like Rikmasam - wearing embroidered garments. Rigmasam is like Argaman.

Radak: Refer to 68:28:1:2, 68:28:3:2. Rigmasam is gathering; all [who wanted to help] gathered in Yerushalayim.

Malbim: Yehudah ruled over the enemy even without a staff, via casting rocks at them, like one throws at an animal to veer it to the path.

What does the verse teach about officers of Zevulun and Naftoli?

1.

Rashi: Also they cast stones at Binyamin.

Radak: There were small numbers from other Shevatim scattered in Eretz Yisrael, and also in the days of Yoshiyah, like it says in Divrei ha'Yamim II, 34:6. Officers of Zevulun and Naftoli came to Yerushalayim to help. The same applies to officers of Yehudah and Binyamin.
