What does this Mizmor discuss?

Rashi (36, from Shocher Tov): Until verse 20 discusses Matan Torah 1 .

Radak: It is about Sancheriv's army that came against Yerushalayim in the days of Chizkiyah.

Radak (36): Some say that it refers to the future war of Gog and Magog 2 .

Malbim: It is about the many wars that David had with Mo'av, Pelishtim, Aram Tzovah, Aram Damesek and Edom, like it says in Shmuel II, Perek 8. The war was in Ever ha'Yarden, by Har Bashan. The border of Mo'av and Edom is there. The enemies gathered there. The battlefront was on the eastern border [of Eretz Yisrael], by the tall mountains there. The enemies were bold to ascend the mountain, and there they fell. In days of yore, Hashem appeared to Yisrael in these places with wonders, both at Matan Torah and in the wars with Malchei ha'Emori (Sichon and Og), the author adorns this Mizmor with ancient miracles, as if they are happening now in these places; Hashem's Chesed did not cease.

Rashi: I have difficulties with the Drashah. "Chayasecha Yashvu Vah" (verse 11) is not appropriate for Torah. Also refer to 68:13:1:1*, 68:17:1:1*.
