What is the meaning of "b'Rvivim Temogegenah"?

Radak: Via great rain, you moisten the land, which was dry.

Malbim: Via fine rain, You moisten [the land]. Metzudas Tziyon - this is like "ki'Rvivim Alei Esev" (Devarim 32:2).

What is "Tzimchah Tevarech"?

Radak: After moistening the land, You bless its vegetation (grain).
