Why does it say "u'Mishpatecha ka'Tzaharayim"?

Radak: Just like light is strong in the afternoon, so the entire world will recognize that all Your ways are with Tzedek and Mishpat.

Malbim: Evildoers fear judges, lest they judge them. One who trusts, Hashem brings out his judgment like afternoon.
