Why will Tzadikim inherit the land?

Radak: Refer to 37:22:2:1.

Malbim: After the Resha'im and all their seed are cut off, Tzadikim will be the heirs (closest relatives). The Rasha's success is so he will prepare wealth for Tzadikim, his heirs; their success will endure forever.

Why does it say "v'Yishkenu La'ad Aleha"? Verse 27 already says so!
