Why does it say "Sur me'Ra va'Ase Tov"?

Radak: Veer from doing evil - this includes all Lavim of action - and do all Mitzvos Aseh of action.

2.

Sha'arei Teshuvah (1:49): Veer from evil when the opportunity comes to you. "Sur" applies only to one who came to do! One who sat and did not transgress is rewarded like one who did a Mitzvah (Makos 23b), i.e. a Aveirah came to him, and he was saved from it.

3.

Malbim: This implies that you are found among people, and have the opportunity to do evil, and not in a Midbar.

Why does it say "Bakesh Shalom v'Radfehu"?

1.

Rashi: Seek Shalom in your place, and pursue it elsewhere.

2.

Radak: Seek Shalom verbally, and pursue it in your heart.

3.

Malbim #1: Seek Shalom amidst people gathered in the state - do not seek Shalom via fleeing from people. Pursue it amidst people, even though they are prone to quarrel.

4.

Malbim #2: This refers to Do'eg, who was detained [in Nov Ir ha'Kohanim], in front of Hashem, and he slandered the city.

Do these two verses encompass all of Yir'as Hashem?

1.

Radak (14-15): They are a Klal for Mitzvos Aseh and Lo Sa'aseh, via speech, thought and action. This is like a slave who fears his master. He does all his master's commands, and is careful not to transgress everything that he commands [not to do it].
