Hashems loves Tzedakah and Mishpat. Why does Chesed fill the land?

Radak: (He loves Chesed even more.) Sometimes He does Tzedakah, and sometimes Mishpat, but Chesed overpowers; therefore it fills the land. He loves that His creations do like He does - "Ki Ani Hashem Oseh Chesed Mishpat u'Tzedakah ba'Aretz Ki v'Eleh Chafatzti" (Yirmeyah 9:23).

Radak (6): Amidst Chesed, Hashem made creations the best that they can be, according to His Chachmah - "va'Yar Elokim Es Kol Asher Asah v'Hinei Tov Me'od" (Bereishis 1:31).

Malbim (5, 7): Since Hashem loves Tzedakah and Mishpat, natural laws do not suffice. People have choice; nature does not reward Tzadikim and punish Resha'im. Therefore He needs to change nature via Hashgachah. "V'Hayah Im Shamo'a
