Malbim: No. Verse 13 discusses natural conduct. This verse discusses conduct via Hashgachah, which is not attributed to Shamayim, only to Mechon Shivto, where He sits and judges according to deeds. From there He supervises all dwellers of the land, each person by himself, and the deeds that he chose to do.
