Malbim: The Am is Kasdim (Bavel). Through them, other nations will come, with Bavel's army, from "Yarkesei Aretz", and not from the north.

Why does it say "Ye'or"?

Radak: I will arouse him 1 to come from Bavel to Yerushalayim. He would not come so far without arousal.
