Why does it say "u'Va ba'Shanah ha'Shemu'ah"?

Rashi: In that year itself will come the Shemu'ah from Shamayim that Bavel fell by itself - "v'Haysah Bavel Tzvi Mamlachos Tiferes Ge'on Kasdim k'Mahpechas Elokim Es Sedom v'Es Amorah" (Yeshayah 13:19).

Radak: Belshatzar ruled three years. In the first year was the Shemu'ah that Madai will come upon Bavel. It was repeated in the second year, and Madai came that year. There was another Shemu'ah "v'Acharav ba'Shanah" (the next year).

Malbim: In that same year will be the second Shemu'ah, that Bavel will be destroyed a second time.

When is "v'Acharav ba'Shanah"?

Rashi: It is the following year. Malbim - then will be the third Shemu'ah.

Rashi: Daryavesh ha'Midi ruled in the first year, and Koresh Melech Paras in the second. Radak - the Navi informs Yisrael that these kings will benefit them, and not harm them.

Malbim: The extortion that will be in the land will rule over the rulers. The rulers cannot stop it, for it will be stronger than them.
