What is the meaning of bringing four Ruchos against Eilam?

Radak: It is as if the four winds will strike them. This wind will scatter them to the opposite wind 1 , and the opposite wind will scatter them further, so they will be scattered everywhere.

Radak citing Targum Yonasan: Hashem will bring four kings against them [from the four directions].

E.g. the east wind comes from the east, and will scatter them to where the west wind is blowing. (PF)

Why is it written Olam, and we pronounce it Eilam?

Radak: [Aleph, Hei,] Vov and Yud are interchangeable.
