Radak: Both of them mean the same (praise). Often Tov is in place of Hei.

Rashi: This is how its king will mourn over it.

Radak: The city of joy. Targum Yonasan is like this. Malbim - its men were not depressed and weak, rather, they were happy to fight. (How was it not strengthened?)
