Malbim: Madmein was at the end of Mo'av's border. The refugees fled to there; also they will be destroyed - "Mei Dimon Mal'u Dam Ki Ashis Al Dimon Nosafos [li'Fleitas Mo'av]" (Yeshayah 15:9).
