"Eich Tishkoti" is second person (he addresses the sword), and "Hashem Tzivah Lah" is third person (he addresses the one who rebuked)! Radak (30:8) said that verses sometimes switch between second and third person. (PF)

What did Hashem command?

Radak: The sword must go to Ashkelon to cut it off. How can it be quiet before finishing is mission?!

Malbim: He commanded the sword to destroy kingdoms. There is another reason why it cannot be quiet; refer to 47:7:3:2.

What is the meaning of "Ye'adah"?

Radak: It was summonsed.

Malbim: (There is a natural reason why the sword cannot be quiet. Nebuchadnetzar was fighting Tzur and Tzidon, which are on the sea [shore], and Pelishtim dwell there, and helped them.) He designated [his sword to cut off shore dwellers who help Tzor].
