Radak: This is a metaphor for Bavel's army, which came from the north, and it will inundate Eretz Pelishtim. Rising refers to overpowering, and so does "va'Ta'aleh ha'Milchamah" (Melachim I, 22:35). Pharaoh struck Azah, and Nebuchadnetzar will destroy everything.

Why does it say "Eretz u'Mlo'ah Ir v'Yoshvei Vah"?

Malbim: First [Nebuchadnetzar] will destroy fields and vineyards, and afterwards the cities.

Malbim: When there is a flood, people scream to flee to boats.
