Why does it mention "Elokei Yisrael"?

Radak: Punishment is coming to Egypt because they did evil to Yisrael, i.e. Shishak Melech Mitzrayim and Pharaoh Necho, who killed Yoshiyah, like I explained above "Nekamah Lehinakem mi'Tzarav" (verse 10).

What is the meaning of "El Amon mi'No"?

Rashi: This is like Al Amon, on the officer. Amon is sometimes an expression of grandeur, like "ha'Seitvi mi'No Amon" (Nachum 3:8). "No" is the kingship of Alexandria.

Radak: This is like Al Amon, on the king of the city "No", from the kingdom of Egypt. The Targum of No is Alexandria.

Malbim: The idolatry Amon was there (in "No").

Why is Pharaoh mentioned twice?

Malbim: He was punished twice. First, his land was taken. And later, he fought a second time, and Nebuchadnetzar killed him.
