Malbim: He teaches that even if you would strike them, and only wounded individuals would remain, and they cannot enter the city, they would rise from their tents far away, and burn the city. It is an exaggeration of the metaphor, that since Hashem fights to burn the city, even dead bodies will fulfill Hashem's Shelichus.
