Why does it say "Charev" and "ha'Neshamos"?

Malbim: Charev applies to buildings, and Shemamah applies to the entire land, i.e. other cities of Yehudah and Chutzos Yerushalayim. It is a higher level than Charev.

What are "Chutzos Yerushalayim"?
