Here it says that first "they will be a nation to Me", and then "I will be their G-d." Verse 25 reverses the order!

Malbim (22, 24-25): Initially, via their virtue and deeds, they will be a nation to Me, and the arousal from below will lead to arousal from above [to be their G-d], according to their deeds. In the future (on the great day of judgment), clinging to Hashem will come via Chesed, whether or not the recipient is proper for it, and it will never depart. Through this, they will be a nation to Him - forever.]
