Targum Yonasan: The city will be built in its place. Radak - it says "Al Tilah" because it is higher than the rest of Eretz Yisrael, and a Tel (mound) is high. The same applies to "ha'Omdos Al Tilam" (Yehoshua 11:13); Yonason translates 'Takfehon'.

Malbim: First people will dwell there in tents. After, they will build Mishkenos (fixed dwellings), and afterwards Tziyon like it was before, and afterwards Beis ha'Mikdash and Beis ha'Melech.

What is "Armon"?

Rashi, Targum Yonasan: It is the Beis ha'Mikdash.

Radak: It is the king's palace and the Beis ha'Mikdash.

Why does it say "Al Mishpato Yeshev"?

Malbim: It must be according to its law that Hashem dictated - "bi'Chsav mi'Yad Hashem Alai Hiskil" (Divrei ha'Yamim I, 28:19).
