What did Hashem say?

Rashi: I told them to repent was via Amos, Hoshe'a ben Be'eri and My other Nevi'im.

Radak: I said that since they did all these evils and found great afflictions and evils, they should have regretted their evil deeds and returned to Me - but they did not.

Malbim: I said that after they fulfilled their desire, they should have opened their eyes and returned to Me - but they did not. They persisted in their evil.

Why are the 10 tribes called "Meshuvah" (verse 6), and Yehudah is called "Bagodah"?

Rashi: The 10 tribes were first to ruin their ways. They did not see punishments, to learn from them and repent. Yehudah saw that Yisrael were exiled, and did not learn from this! This is called Bagodah.

2.

Malbim 1 (6): The 10 tribes are compared to a wayward woman who left her husband to be Mezanah openly; they openly served idolatry. Yehudah is called Bagodah, like a woman who covertly betrays her husband; this is worse.
