1)

To whom did he write "Hashem Nesancha Chohen"?

1.

Rashi: To Tzefanyah.

2)

Shemayah was a Rasha. Why would he care who is Kohen [Gadol]?

1.

Radak: Even though [totally] spiritual Resha'im] denied Hashem's Nevu'ah, they agreed that Hashem is the first cause [of everything].

2.

The other Kohanim make the Kohen Gadol the richest. Perhaps he arranged (or hoped) that Tzefanyah would share some of his wealth with him.

3)

Why did he mention "Yehoyada"?

1.

Radak: He was the Kohen Gadol, and the greatest of his generation. And so Tzefanyah was Kohen Gadol, for it says "in place of Yehoyada."

4)

What are "Pekidim"?

1.

Rashi: They are appointees.

5)

Who will be "Pekidim"?

1.

Radak: Tzefanyah and the other Kohanim.

6)

Why does it say "Beis Hashem"?

1.

Radak: This is like b'Veis Hashem. The same applies to "ha'Nimtza Beis Hashem" (Melachim II, 12:11) and similar verses.

7)

What is "Meshuga"?

1.

Radak (here and Melachim II, 9:11): They used to call a Navi Meshuga for detriment, for at the time of Nevu'ah he acts like a lunatic - "also he removed his clothes" (Shmuel I, 19:24). He loses his senses and powers of his soul. Evil Yisraelim, who followed Ba'al, disgracefully called Nevi'ei Hashem 'Meshuga'im.'

8)

What is "ha'Mahpeches"?

1.

Rashi: It is a [jail] cell. Radak - also Yonason translates 'Kifsa.' This is like Chazal said (Sanhedrin 79b) 'we put him in a Kipah.' 1

This is to cause death of people that Beis Din may not execute, e.g. a murderer, if the witnesses did not see each other. (PF)
