Radak: No. Past tense (Yatz'ah) is used in place of future. This is common in Nevu'ah, for Hashem's word in Nevu'ah is lasting, as if it was already done. This Nevu'ah is for Yemos ha'Mashi'ach. Then, all Resha'im will be eradicated. This was said regarding the false Nevi'im, for it already said that Hashem will do Mishpat with them - "I work feed them wormwood" (verse 15). Even though now, not all Resha'im will be eradicated, days are coming in which Hashem's storm will come [and eradicate all Resha'im].

Why does it say "Chemah Yatz'ah"?

Radak: The storm will go out b'Chemah (with anger).

Malbim: Anger already left; it is the storm of Hashem.

Why is "Sa'ar" repeated?

Radak: It is to strengthen the matter.

Radak: Yonason translates them slightly differently. The first he translates 'censure', and the latter 'a confounding storm.'

What is the meaning of "Mischolel"?

Rashi: It dwells; it seeks to dwell, and it will dwell on the heads of these Resha'im.

Radak: This is like v'Yachol - falling and resting on, like "Yacholu Al Rosh Yo'av" (Shmuel II, 3:29).
