What is the meaning of "l'Vilti Shavu"?

Rashi: The sinners do not repent from their evil. Radak - they caused this. Similarly "l'Vilti Hakriv" (Bamidbar 9:7) - is not to offer. "Ul'Vilti Ra'u" (Yechezkel 13:3) is not to see.

Radak: They are like Anshei Sedom.

Malbim: Also Sedom and Amorah had bad laws in order to fulfill their lusts 1 .
