Radak: I am the Adon (master) of legions above and below. I will bring against you an army below. Even though they sinned in front of Me and served idolatry, I am their G-d, for not all sinned, and the minority who sinned will retract.

Radak: The Aleph is omitted.

What are "Kol Areha"?

Radak: They are Arei Yehudah. All were close to Yerushalayim; it was primary.

Above (18:8), he said that Hashem is considering [whether or not to bring the evil]. Why did he say here that Hashem will [surely] bring it?

Malbim: This is like the Ramban says, that when Hashem commands to do an action with a Nevu'ah, it is absolute and Hashem will not retract.

Why does it say that they made their necks stiff?

Malbim: They did not want to repent, therefore their decree was sealed - "Samti Panai Al ha'Ir ha'Zos l'Ra'ah" (21:10).
