Why does it say "Lo vi'Mchir"?

Radak: There will be so many plunderers that they will not sell the spoils for a price. Rather, everyone will take for himself.

Malbim: I did not take a price to hand your wealth over to [Nebuchadnetzar] - rather, it was due to your sins.

Why does it say "uv'Chol Chatosecha"?

Rashi: Due to all your sins, this will happen to you.

Why does it say "uv'Chol Gevulecha"?

1.

Rashi: You erected idols in all your borders.

Radak: Your sins are not in one place, rather, in all your borders are your Bamos, i.e. your sins. About them it says "Aleichem Tukad" (verse 14). After this it says similarly about Yehudah's sin, in slightly different words.
