What is the answer [why Hashem needs to tell them that one puts wine in a Nevel]?

Malbim: Hashem illustrates the Klal of the nation and the individual people as a Kli Cheres proper to be filled only with wine (a metaphor for a poisonous cup and inebriety). This is because they are not proper to b'e filled with Chachmah and Da'as, or Ru'ach Hashem and His Shechinah to dwell among them. Their essence is hollow until they absorb the wine and inebriety in their essence, until they will need to break the Kli.
