Who are the bad neighbors?

Rashi: Egypt, Amnon, Mo'av, Edom, Tzur and Tzidon are neighbors of Eretz Yisrael, and harmed them.

Radak: Pelishtim, Amnon, Mo'av, Edom, Tzur and Tzidon are neighbors of Eretz Yisrael, and harmed them. Hashem calls them My neighbors, for Yisrael are His field and vineyard.

What is the meaning of "ha'Nog'im"?

Radak: They harm. The same applies to "ha'Noge'a ba'Ish ha'Zeh" (Bereishis 26:11). The Targum there is 'that will harm', and so it is here. 1

Malbim: They helped to do evil to Yisrael.

Radak cites another verse. Perhaps the text should say "Lo Nuchal Lingo'a Bahem" (Yehoshua 9:19). (PF)

What is the meaning of "Hineni Nossham"?

Radak: Also they will be exiled, like My nation. Therefore, they should not rejoice over [Yisrael's] exile.

What is the meaning of "Etosh"?

Radak: Those who were exiled among them, I will detach them from amidst them when I return the captivity of My nation. Malbim - when Yehudah was exiled, initially they settled in places close to Eretz Yisrael. They were exiled a second time with the nations that they dwelled among them.
