Radak: This is like (Yirmeyah 37:13) "El ha'Kasdim Atah Nofel" (i.e. let us join with them).

Why did they say three times "va'Masnu"?

Malbim: If we go to the city or stay here, surely we will die. If we go to Aram, people we will live, and perhaps we will die. We can gain, but we cannot lose!
