Why did they take him to the king in Rivlah? Nebuchadnetzar came to Yerushalayim (Yirmeyah 52:4)!

Radak: The siege lasted a long time (two and a half years). Nebuchadnetzar went to Rivlah, in Eretz Chamas, and left his army besieging the city. When they conquered it, he was in Rivlah.

Radak citing a Midrash: Nebuchadnetzar never came to Yerushalayim; Nevuzaradan came. It says that Nebuchadnetzar came, because his fear was on Nevuzaradan, and f he stands in front of him. Nebuchadnetzar's image was on his chariot.

What is the meaning of "va'Ydabru Ito Mishpat"?

Rashi: They confronted him about the oath 1 [Radak - and his rebellion, like it says in Divrei ha'Yamim II, 36:13]. Malbim - it says va'Ydabru (plural), for the officers confronted him about his rebellion 2 .

Malbim, from Nedarim 65a: Tzidkiyah had seen Nevuchadnetzar eat a live hare. Nevuchadnetzar made him swear not to reveal this. He later [permitted his oath and] revealed the matter.

In Yirmeyah (39:5, 52:9) it says "va'Ydaber Ito Mishpatim"! Perhaps there it means that Nebuchadnetzar confronted him about both. Here it means that the officers confronted him only about his rebellion. (PF)
