Was it wrong to pay Melech Ashur for his support?

Rashi (Yechezkel 23:5): "Va'Ta'gev Al Me'ahaveha El Ashur" - the Navi equates this to an adulteress. Had they served Hashem, they would not need the kings of Ashur!
