Why did he say "Yomam va'Laylah"?

1.

Radak: Hashem's guarding should be constant, to do our Mishpat (refer to 8:59:2:2).

2)

What is "Mishpat Avdo u'Mishpat Amo"?

1.

Rashi: It is claiming from (punishing) the enemy for disgracing Yisrael.

2.

Radak: It is what we need [Devar Yom b'Yomo - every day], like "ka'Mishpat ha'Banos Ya'aseh Lah" (Shemos 21:9); to bestow an influence of good and guard from evil. Via this, all nations will know that Hashem is Elokim 1 , for those who cling to Him are satiated with good and guard from evil.

1

I.e. Hashem, the One whom Yisrael worship, is Elokim, Master of all powers. (PF)

3)

What is "Devar Yom b'Yomo"?

1.

Radak: It is [what we need] every day.

2.

Malbim: Hashem judges the entire world on Rosh Hashanah for the entire year. Sometimes He judges every day, like R. Yosi said, man is judged every day (Rosh Hashanah 16a). This is fixed Hashgachah Pratis!
