Why are there three expressions of Shiv'ah (returning or repenting) in this verse and the next?

Malbim (47-48): They correspond to three levels of Teshuvah. (a) Immediately when they are exiled, they put to their heart [their sin]. (b) They see that they are exiled in their enemies' land, and regret their past, and say "we sinned." (c) They will do full Teshuvah with the heart and soul.
