How did the war prevent David from building the Beis ha'Mikdash?

Rashi: It says "v'Heni'ach Lachem mi'Kol Oyveichem?" "l'Shichno Sidreshu 1 " (Devarim 12:10, 5). Malbim - there are three ways to understand this. (a) To build a great house like this requires serenity. (b) The Torah commanded so. After entering Eretz Yisrael, Yisrael were commanded to appoint a king, wipe out Amalek and build the Beis ha'Mikdash; building the Beis ha'Mikdash must be last (Sanhedrin 20b). (c) It must be built l'Shem Hashem. David, who did not have serenity, could not, for he would profit through it, like Nasan said that building it will bring rest from enemies (Shmuel II, 7:10). This is why it mentions here three times building it "Lishmi".

Radak: Shlomo did not want to reveal to Chiram the real reason, so he told him the apparent reason 2 .

I do not know why Rashi cites this verse (which is before "v'Heni'ach?"), and not the verse after it "v'Hayah ha'Makom Asher Yivchar Hashem?" (PF)

Divrei ha'Yamim I, 22:8): David could not build it because "you spilled much blood and did great wars." Others explain that even though David spilled blood in wars of Mitzvah, this disqualified him. Radak there explains that he was disqualified due to innocent blood that he spilled, i.e. of Uriyah and [causing death to] Kohanei Nov. (PF)

What is the meaning of "Asher Sevavuhu"?

Radak: Every war surrounded him. This is like "Ki Sikrenah Milchamah 1 " (Shemos 1:10).

Radak citing Targum Yonasan: 'Avdei Karva d'Akfuhi' (people who make war surrounded him).

I.e. also there, 'war' is anthropomorphized (as opposed to Targum Yonasan, that "Milchamah' refer to the soldiers who make war - refer to 5:17:2:2. - PF)

Why is it written Raglo, and we pronounce it Raglai?

1.

Radak: The writing refers to David - also his enemies were under his foot - and the pronunciation refers to Shlomo. I.e. I am a man of rest. I never had war. I can build the Beis ha'Mikdash!
