What is the difference between Chacham and Navon?

1.

Radak: Chacham is one who fulfills his learning; it is in his heart and ready [to apply]. Navon is one who understands a matter amidst another matter.

2)

Will his Chachmah surpass that of all before him, even Moshe?!

1.

Radak #1: In Chachmah of nature, yes, but Moshe was greater in Divine Chachmah (Torah).

2.

Radak #2: Shlomo will be greater than all kings before [and after] him.
