Yerushalmi Sanhedrin 11:5): The drop [of blood] that left that Tzadik atoned for all of Yisrael. Radak (37) - none of them died in the war in Ramos Gil'ad. They were Chayav Misah ("v'Amcha Tachas Amo" - verse 42); the drop of blood atoned for them.

Malbim: The Navi was in the war, and should have protested against Achav for sending away Ben Hadad. Hashem did not want Aram to strike him, so He commanded that a Yisrael hit him.

What is the significance that he refused to hit him?

Rashi: This is a bad Siman for Achav. Achav was commanded to strike Ben Hadad; he did not, just like the Navi's colleague refused to strike the Navi. Just like the latter was punished, so Achav will be!

Rashi writes that Achav was commanded to strike Ben Hadad. Where was he commanded?

Radak: Achav should have realized that Hashem made the wall fall, so no one will remain. Hashem kept Ben Hadad alive merely to test Achav 1 !

Malbim: Ben Hadad fought against Hashem - he said that Hashem is only Elokei ha'Harim. He was given to Achav and Yisrael to kill him.

Above (28), also Radak brought from Chazal that the two times it says "va'Yomer" hints to the command. If he was not commanded explicitly, he could think that Hashem kept Ben Hadad alive for some reason, just like only Pharaoh survived Keri'as Yam Suf (Pirkei d'R. Eliezer 43), and Nebuchadnetzar was one of the few survivors of Sancheriv's massive army (Sanhedrin 95b)! (PF)
