Why does it say "va'Yishlach" regarding Yisrael, and "va'Yikbotz" regarding the Nevi'im?

Radak: Yisrael gathered by themselves when they heard that Eliyahu wants to make a test. The Nevi'im did not want to gather, for they knew that they are false; Achav needed to force them to come. He was unable to force Nevi'ei ha'Asherah, who ate on Izevel's table; she did not want them to go.
