Why does it say "Asher Asah Lefanav"?

Malbim: He was not intrinsically evil, just since they already became [idolaters] before he reigned, he did not abolish the sin of his father 1 , because his heart was not complete [with Hashem] like David's heart. Therefore, he did not put to mind to remove these sins.
